I've been stuck on 999 since 8. Is it a red herring?

What else have you got?

999 isn't a synonym but can be used in same way as target. In addition, it can be used with target to mean the same thing as well. (So 999= target = target999)

It's one of those words that means something different in American. Even so, I don't think 999 is a logical close synonym.
Think what a 999 does and what else might serve that purpose.
Otherwise, PPs TARGET999 clue is good for the British meaning.

You need to put a 999 in a TARGET!
