The UK Government's recently published Review assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1128689/mission-zero-independent-review.pdf recommends the creation of at least one Trailblazer Net Zero City (or LA/ community), to reach net zero greenhouse gas emissions by 2030. To do so would require giving local authorities more power and responsibilities than they currently have.
I would be very much in favour of my London Borough becoming net zero by 2030. On the other hand, I am sceptical of local authorities being given too much unchecked power - it doesn't appear to be working well in Oxford with the powers they currently have.
