Yes the 13th is fine, especially the Croulebarbe area and it looks from the photos that it faces the park there. It's not the centre of town, but well connected and safe at night to walk around.

Yes, also not too far from a good choice of restaurants and the Metro.

We stayed in the 5th quite near there last year and it was lovely, make sure you go to the Luxembourg gardens
