A non resident parent must also pay half childcare costs in addition to maintenance? Am I missing something? Or is this just another way women (yes not always women I realise) are treated like crap?

The maintenance requirement is stupidly low in this country. In some US states there are minimum payments required which apply whether or not the NRP has a job!

But where do you draw the line - there was another thread talking about paying school fees. Would/should that be included?

Sympathy though - we never received a penny from my step DCs mother from them being toddlers and the system is crap!
