A M&S microfibre slip will do the trick. In the immediate future, put some handcream on, then rub your hands on your tights

Try running a metal coat hanger over your dress if you’ve no hairspray

Hairspray, or run one of those Bounce tumble dryer sheets over your legs. (If they still make them!)

Got hand cream? Or moisturiser? Rub lightly over your tights when they're on.

Apparently rubbing tinfoil over the affected items gets rid of it. I haven’t had a chance to try this yet so unsure if it works!

The static is probably cause by the tights not the dress, go for the above options but apply to the tights.
