Infrared heating panel....any experiences good or bad?

Thinking of buying some if these panels for the kitchen where it is too cold for us.

Can't really find good independent reviews.

Does anyone have any experience of them before I blow hundreds on something DH insists will not work?

Not sure why you'd want one of these. My neighbour has them and you only feel the warmth directly in front of is. As soon as you move away you're cold again. Pointless.
