What are these for on a buggy?

What is the plastic hoop on a buggy seat like this for? I've seen them on several buggy's but have no clue what they do.

To clip a harness on? So straight out the buggy and on with the reins.

So you can add an extra harness. Very useful if you have an escape artist!
