Smell of weed!

First of all, I don't smoke, anything. I'm not interested in it and never have been.
I don't really care what other people do, that's their choice and this is mine.
I've recently moved into a flat.z the block is small. I'm on the first floor, there are 3 (incl the ground).
There's a really strong smell of weed.
I think it's coming from upstairs because their hallway window is randomly wide open even on wet days.
It's not my business what they do in their flat but there's an old boiler cupboard in my flat and the smell shoots down into that room and in my kitchen.
I have 2 young children. It was so strong today that if someone who didn't know me (and know that I absolutely don't smoke) came into my flat they would've thought I'd smoked.
I don't know what to do about this. The old cupboard room is brick work, I'm wondering if I box it in the smell will pass?
I've mentioned the smoking to the council in the past who said that without knowing who is was it's be really hard to addess and could cause animosity in the block which I understand.
I just don't want my flat stinking of weed.
Any advice?

Get professional advice and permission before bricking anything up or blocking it

It will need doing properly

Unfortunately weed smokers are everywhere and feel entitled to smoke it. It clings to every fabric so be careful to keep school coats, bags etc well away

I had this exact thing. My old underneath neighbour smoked like a chimney. I moved out 10days after ds was born but my god it was dreadful. We put shake and vac on the places where there was floorboards so under bath, boiler cupboard etc. And a ton of air fresheners. I'll never forget my 2day old baby surrounded by that stench and feeling powerless about it and when I told him I had just given birth he invited mates round to play loud music and smoke even more! A few days later after me enduring the weed for years and years he threatened ds told us we were disturbing him and "he'd shut that baby up for us". Thus the reason we moved very quick. I have so much sympathy for you I hate the smell of it.
