Not received item

I bought an item of clothing on Facebook site selling second hand clothes.
Through PayPal.
I'm pretty new to PayPal.
It's been over 2 weeks and it hasn't turned up.
I've messaged the person to double check she's sent it and she hasn't replied yet.
What do I do? How long should I leave it?
And if it doesn't turn up can I get the money refunded from PayPal? And how do I do that?

Has it been sent via Royal Mail? The strikes are still causing havoc. I’m still waiting for items from the beginning of December, they have been sent with tracking but are still in the system. There are just huge delays still.

You say over two weeks but, With the strikes and the Christmas bank holidays, work out how many working days it has actually been. The seller may not respond until they are back working after the Christmas break, lots of people go away. I’d message again Tuesday and ask for any tracking info.

Re going through PayPal
Log onto your account, press ‘Activity’ on the top
it brings up your transactions
if you click on the transaction there is a red triangle with an exclamation and ‘report a problem’ at the bottom of the transaction info.

This person said she'd post it tomorrow (which was on 16th) I just would have expected to have received it by now

It's the fact that she's not replied to my message that's making me suspicious really
