parents asked details about child’s birthday arrangements (secondary school) and then not to reply whether they attending or not, is it rude or not?

Yes it's rude not to RSVP but maybe they thought they were doing so when they double checked the details. You could send a text to politely confirm attendance.

Few friends were invited for day out for my child birthday. One of the parents contacted me about the arrangements about day out. After explaining very detailed about the plan, they didn’t reply whether they attending or not? It’s basic courtesy I think.
