Clue GIANT edition help.

Need help to save our game night. If anybody has played 'Clue GIANT Edition' and can explain what the 'action' cards do I'd be very grateful.
I've read the instructions, I've googled, I've read the instructions again and can't find what they do exactly. They just say 'spy, swap a card, and steal a tool'.
I'm very open to the possibility that the Quality Streets have gone to my head,and it is super obvious, but I am stumped.
Please help!

I haven’t played the Giant Edition but if it’s basically Cluedo I assume that 'spy, swap a card, and steal a tool' means look at another player’s cards, swap one of their cards with yours, and steal a weapon card?
