In The Godfather why does Michael temporarily remove Tom from his role of Consigliere?

Random question I know but I'm watching it and I can't fully work out why he and Vito told him that he's out.

Isn't it to protect him? Michael is slipping further into the abyss, he loves Tom and doesn't want to take him with him.

Michael has to do what he does. Tom is just the adviser. Tom still arranges for the horses head incident I think. What a film.

I was thinking that it may have been to protect him, as well as the whole "Not a wartime Consigliere" thing(AKA not being Sicilian) but it wasn't clear to me and the book doesn't make it too clear either. I guess that Sollozzo had already kidnapped him to try to get to the Don so it makes sense that they'd want to keep him out but I wish that they'd explained it fully for those of us who don't have a "Sicilian hat" to put on. And yes, great film. I haven't watched 2 yet. I need to do that
