Yes, that's the whole point, it's a slightly less ostentatiously nasty way of saying "you sound like a teenager, grow up".

I totally have times where I want to say that to people, even though I'm young myself! Age can play a part in how you approach problems and how you feel about stuff, and I think the people who say that are pretty evenly split between passive-aggressive and well-meaning. Maybe a few more on the passive-aggressive side.

But, even if well-intentioned, it's probably quite hard not to be offended when someone says that to you - feels like they're invalidating your feelings or minimising the problem based on your age.
