DS (year 6)has high fever two days so I can’t take my DD (year R) to school because I don’t drive and no school traffic. We should walk for 1 hour to school.
School officer said DD is unauthorised absence because she is well. Will I get any penalties? I am really worried

Year R? They don’t have to be in school until the term after they are 5 years old. So she doesn’t have to be by law.

The above poster makes a valid point. When is/ was the child 5? Assuming this is England, they probably aren't yet required to be in school.

I suspect you can apply for a judicial review given the LEA acted illegally, especially if you have the decision in writing. You might not want to go that far though

It must be very hard navigating systems in a different country with no support. This website has lots of knowledgeable people though, so it sounds as though you should be able to get transport. Good luck.
