American or Canadian, about a guy (Detective I think) and his partner who is some kind of a super powered being in a glowing neon suit, his hands go through things, he can shoot beams of special effects and talk to computers (I think). Every week they go to a new place and sort whatever trouble there is.
I think they drive around in a black car, like a firebird with neon outlines... but I could be mixing that up with Knight Rider.
Sort of Quantum Leap, same era, same special effects, but without the time travel.
