What is the name of this Christmas film?

I remember watching it quite a lot when I was younger, it had a young girl, with a ‘mean’ neighbour, and at some point the girl offers to clean ‘any room in her house for 5 dollars’ and turns out the lady wasn’t mean after all and they bond
Remember it prominently featured a reindeer too.
Any ideas?
