I found it at a thrift store, and was very curious.
It is about 10 inches long, has a cup on one end and a spoon on the other.

It's for mixing cocktails. The cup is a shot measure and the spoon is for stirring.

I'd go for candle snuffer too. The spoon bit is for scooping the runnels of was back into the top after the candle has been snuffed. Probably from a church.

I was thinking candle snuffer, but why would it have a spoon?
I was thinking for cocktails, but why are there no markings for oz, half oz..?
Maybe it is, but they expect you to just know?

It's not a candle snuffer! Candle snuffers have the handle at a right angle to the snuffy bit, so that you don't burn your hand or clothing by putting it directly above the candle flame - you can do it from a safer distance.

It doesn’t need alcohol measure info as it should be set measure. Work out how much liquid goes in there (use a measuring cup) and see if it’s the standard amount for alcohol.

Definitely not a candle snuffer. The handle is always at 90 degrees on those so you don’t burn yourself.
