Is it even a teapot? The cups hang off it. Weirdly, the top doesn't come off. TIA

Thanks @Emmelina it's very similar, so from Romania maybe. But still a bit of a mystery why the top doesn't come off.

Very odd the top doesn't come off. Might be just for water. Would be hard to clean inside it if anything else was put in it.

Is it for wine rather than tea?
