New boss gave me his private number and took my photo...

Started a job on Monday in a whole new area but in same large organisation where I've worked a long time.
Heading home on the first day, he said "how was your first day?" and there followed a 45 minute chat about everything and anything. He gave me his card because earlier he told me a spelling mistake had been made. Dropped it in my bag and he said "let me put my private number on it". Put it back in my bag and headed home.
Today I was chatting to a much younger female colleague about work-related matters and became aware of a presence. Turned to my left to see him poised with his phone taking our photo. I thought WTF, have never had this happen before.
He circulates quite a bit between offices and was in my office about three times today for no obvious reason.
I do not want to move job again but feel his behaviour is totally out of order and frankly weird.

Yes, you’re right, that’s really inappropriate. I’d stay clear/keep it über professional. Tell him you don’t like photos taken of you, especially without prior consent and knowing what purpose it is being taken for. Keep a good record of anything dodgy in case you need it at some point. Are you in a union? How’s the HR team? Hope he gets the message that you’re not interested

How do you know he was taking your photo? Was there a flash?

the phone card business I’d be less concerned about but the repeated loitering and photography would set alarm bells
