How do you know when it's time to find a new job?

Just that really.

I'm a bit bored at work. I've been there three years and I feel I know the job now. There are some management changes going on which have left everyone a little frustrated. The atmosphere and social side of things in the office isn't what it was before Covid. I'm fed up of remote working and/or doing everything by email. There are promotion possibilities coming up but I'm honestly not sure I want to stay with this organisation/sector. I've got a fairly clear idea of what I want to do next.

But:

The salary is decent. I've moved around a lot in the past and value stability now. They are paying for me to do a qualification, so I'd need to pay them back for that. Good part-time jobs are difficult to find, and I genuinely think I might struggle to find something that pays the same. In the current economic climate I feel grateful to be able to pay the bills - being a bit bored feels like a first-world problem.

For background in case it's relevant: The kids are both in primary school. Husband has a full-time job.

How do you know when it's time to start looking? I have a history of panicking and making not-great decisions. I don't want to do that this time.
