Any experts on housing association repair issues on here please?

I just want to check what we've been told is correct if anyone can help? Basically we're getting a new boiler (yay!), it's planned works rather than a repair as boilers on this estate are as old as God's dog and we had the surveyor round yesterday to measure up.

The new boiler will be a combi and our existing one is conventional so a fairly big job, water tanks out etc and the surveyor said there may be a problem with switching our pipes to a different size for the new system. The solution to that problem is apparently to rip up the laminate flooring in DD's room and he said it was unlikely they'd be able to do so without wrecking the laminate but that they would take no responsibility for replacing it.

It's a fairly big room so that won't be cheap and, like everyone else atm, we're skint. It's obviously a no-brainer, new boiler vs a couple of hundred quid for flooring but we will struggle to find it and I'm a bit worried about how some of my neighbours are going to manage. NDN is in his 80's and has dementia, he won't have either the money or the ability to organise new flooring and I just wondered whether this is the norm when planned works cause damage to residents homes?
