I do think Mordaunt is implying that there is something wrong with Truss, perhaps that she's unwell. True or not, this would be an excellent get out of jail card that would allow the Tories to parachute in a replacement.

There's a distinct tone of 'you'll all be sorry about what you've said once you find out the truth'.

Freudian slip there from the speaker- he referred to Mordaunt as the Prime Minster.
