Which holiday is most toddler friendly?

Considering holiday options for next year, DC will be aged 4 and 2.

Option 1:
Netherlands, staying at Eurocamp with a hire car. Going to Duinrell, Efteling, Beekse Bergen safari park, national parks, pancake cruise etc.

Option 2:
All inclusive Canary Islands with on-site water park and shuttle bus to local beach

Will be their first experience abroad.

Interested in opinions

Both sound good.
I don’t think you’d need a water park with DC of that age and being able to walk to a beach would be easier than a shuttle.
I would pick the one the adults going would prefer.

Either. Option 1 is harder work for you. I'd pick whichever you fancy.

Those are very different holidays, both perfectly suitable for young kids, but I don’t think you can compare them in the conventional sense as they’re such polar opposites. I’d personally go with whatever appeals to the adults most.
