Year abroad phone usage

DD is going on her year abroad to France from the end of the month until next May. She is with Virgin Media and they only allow you to 'roam like home' for 2 months. I'm not too well up on these things and neither is she. If she just stays connected to Wifi or switches off data roaming, will she avoid extra charges? She will only need her phone to send and receive texts and make the odd phonecall and probably Google Maps a bit in the beginning, but she mostly uses her laptop. She would like to keep her phone number too.

Get a PAYG sim card in the country she is going to. She'll probably appreciate it for contacting new friends she meets abroad.
