Can someone explain the new enrgy price cap, please?

This article on the BBC once again talks about a typical household and I'm finding it difficult to work out what it means to me.

My bills were £50 a month each for gas and electricity so what percentage increase should I prepare for?

Will our bills still rise in October but at a lesser rate than we were expecting or is it capped at the price it is now?

Does anyone know if there were any announcements about communal heating schemes? I know they said there's be extra help for those who use other forms of heating like LPG and heating oil, but they didn't mention district heating (which they usually do when they talk about 'other forms'). The government had really been pushing that kind of heating for new buildings, as it's more eco-friendly, but it's not covered by the price cap and we seem to be forgotten in all the annoucements - our billing company says that's totally up to the management company to decide what to charge us, no caps, and can change at any time! We still don't know the price from October.

We have oil heating & hot water, not gas. Does anyone know if the cap applies?
