What is a reasonable time to play loud music and yell along loudly in a flat with the windows open

As you can probably tell im struggling to sleep our neighboiurs are having a party, fair enough its a bank holiday weekend, but I am not feeling well and am desperate to sleep but their music is so loud it sounds like im sleeping above a karoke bar, I am hoping one of the other neighbours goes round to say something as I know a few of them have young children.

I dont want to be a party pooper but thought the music and yelling would stop at 1am and it is still going strong. I looked on the council website and they suggest putting a card through the door. I think its the son as his parents are on holiday. so probably making the most of his freedom. Is it reasonable to give it until 2am and if still going on, then call round to politely ask them to at least turn it down or stop the whooping and yelling

I would have gone over long before now. I would also record the racket so you can show his parents upon their return. What a rude little twat
