Received a mail for someone who is not living here

Hi all,
I have just received a mail today for someone who never lived this address. We are the second owner and it is not same name of previous owner either. The letter is from city council but not our council ,its neighbor city. I am going to return it back. I dont think that council sends letter to wrong address by mistake...Now I am a bit concerned about how/why happened this?
Any advice would be appriciate.

Just return it marked 'not at this address'.

It could be an error, it could be someone trying somehow to fudge the system but how they'd then retrieve post from you without you knowing seems pretty difficult.

Chill. It's probably a neighborhood who's just gave the wrong house number / been misheard. Could be any part of the council. Like a leisure subscription or library etc. Just return it unknown.
