Non contactless card not always needing PIN number ?

I have non contactless cards due to having money taken from my account once. There are two places where I do not need to put my PIN number in, a certain car park and a supermarket car wash. Why/how ?

I have a card that the PIN worked once and now it no longer works contactless to with PIN. I often use it and find that I put the card in and it's done, nothing needed and it also will occasionally ask for a signature like an old Credit card even though it's a debit card. Bank doesn't seem to care.
