If a company website suggests a whole pile of things about themselves and how they work and I perceive x and y about their values does this mean they are "implied values"

No, it means that is your perception. Your subjective perception may be distinct from any values the company may wish to imply it has.

Unless these characteristics/qualities/behaviours of the company are presented as "our values" then I would refer to them in terms such as "[behaviours/characteristics] mentioned on the company's website suggest that its values are [describe your perception]."
