Building regs question

Evening all
If a house was underpinned, would this require permission and be listed in building regs?
(I know it was but I cannot find the year anywhere and am ascertaining whether paying the £20.00 for the council to look in their database pre 2000 will bring any results).
Hoping one of you may know the legislation.

Some building portal has confirmed that underpinning is subject to building regs.
I believe it was concrete underpinning.
Cross fingers then that council undertaking a database deep dive will uncover it.
Just wish this info was public.
As an aside, when you have a survey done, do they search the building regs as a prerequisite?
