Help me find a book (please)

My mum really wants a book she read years ago that she loved but can't remember the author. It was called (she thinks) The other ones or The other one possibly. It was about a witch which turned people into animals

I've googled high and low and she says none of the ones I have found are it! Can you help? Really appreciated!

I'm guessing that it must be a story inspired by Circe but am drawing a blank with books written over thirty years ago. There are a lot of them but none seem to quite fit the bill.
