It just seems so unlikely that he would actually do anything nefarious with them. I think it’s just pure bloody-mindedness: “I don’t care about the rules, I’ll do what I want”. Like Boris going to Lebedev’s party with the NATO documents.

I agree it's not always bad intentions but more sheer arrogance.

I also agree him and Johnson are so similar in their attitudes of being too self important to follow the rules - even where national security is concerned
