Is this animal cruelty and how can I help to stop it?

I know very little about dogs or how to look after a dog so bear with me please. There’s a piece of land next to my house that is rented out by some young lads. They come there most nights and hang about there most of the night in a caravan. Or they come during the evenings and leave at night. I can smell weed most nights and not sure what other drugs they take. They have a dog that is tied up there and left there at all times. It’s almost always chained up. It’s a pit bull, I think but not sure.

The dog barks continuously throughout the night almost non-stop. It also barks for much of the day. Sometimes it barks so much that it seems to lose its voice and then just whimpers all the time.

We don’t ever see the dog exercised or walked. Sometimes they come to play with it and do some stupid game like throw water on it with a hose or yank at its chain and pull it close, let go, yank again and repeat. It’s obviously fed otherwise it wouldn’t survive but I don’t see much other care.

Theres no love shown to the dog and it’s just used as a status symbol as far as I can see. I never see anyone playing with it and the dogs barking has been going on for weeks now.

We tried talking to the boys themselves but they were dismissive and laughed it off. We tried calling the RSPCA and each time we rang, they listened and said they don’t do anything about domestic dogs. We’ve rang them three times now to no avail.

it’s almost midnight and the dog has been barking again for the past 6 hours and I honestly can’t sleep. But tbh, it’s not just the noise that bothered me but the inhumane way the dog is treated and left to it’s own devices. Why keep a pet if you can’t look after it!

What can I do? Is there anyone else I can call who will be able to intervene?

RSPCA are renowned for being a complete waste of space.
As others have said try police/council - neither will be equipped to deal as, you know, RSPCA, but both know the actual deal with the RSPCA

Sorry, but I don't believe that was the conversation at all. Most of RSPCA Inspector visits are concerning dogs and all dogs are domestic. The RSPCA don't deal with stray dogs but if it's tied up, it's captive and not a stray.

I believe you. We had a neighbour who locked a dog in his work van on the hottest day of the year and they refused to come out. Scandalous.

The first course of action has to be to speak to the owners politely and try to understand what’s happening. I had to try that before I reported them.
I thought maybe they just didn’t realise how distressed the dog sounded and needed a third person to point it out.

I'm a police officer. You are being so naive ! They've hidden a pit bull , leave it alone all day because it's not a bloody pet . The spraying it with water and yanking it about are you rile it - to get some aggression from it . A pit bull that won't fight is no use to them . Please for heavens sake either phone 101 yourself and ask to remain anonymous or give me the details so I can email the force who preside over that area . Please.

Stop putting pressure on somebody to give you their address, or their neighbour's address! You went from offering advice to being downright pushy! This is an anonymous forum and for good reason it needs to stay that way. There's absolutely no way I'd be providing you with such details if I were the OP!

OP please be very careful giving your details out to strangers on MN. I don't doubt that the vast majority of members would be genuine, but you can never be sure.

This dog will vanish . Some action needs to be taken . The dog is either go endure unimaginable suffering or bite someone. They are banned for a reason . The only reason anyone has them is for dog fighting .

Also - the way they're treating it it could be not a pet but a fighting dog . There's a lot of money in dog fighting , horrendous cruelty. They'll start bringing cats and small dogs to teach it to kill - ring the police . Please.

This was my absolute first thought too - this is how they train fighting dogs. They condition them this way.

Please tell the police about this dog.

I love dogs. But even if this one ends up being put down it will be a better outcome for it than the way it’s being treated now.

Agree - call the police and don't stop calling until the poor dog is rescued - it needs your help.

I’ve just rang 101. Told them it’s a dog chained up and left outside and that it’s been barking all night and has been like this for the past few weeks.

they immediately said it’s not an issue they deal with. I explained that it’s been chained up and neglected so he spoke to a supervisor and came back on the line and apologised again but said they don’t deal with these issues and that I was to continue trying with the RSPCA.

So I’m back at square one. I’m going to wait until office hours and try ringing the council.

I don’t think it needs water. There’s an outdoor kennel there and it has shade too.

I know you mean we’ll and I appreciate it. But I have said that I’m not sure it is a pit bull and that it’s probably not, but you’re adamant that it is for some reason. It’s not inside the caravan, it’s outside.

I need advice on how to deal with it myself as I’m keen to stay anonymous.

OP from what @stillvicarinatutu has said, I think you need to tell the police you think it’s a pit bull being trained up as a fighting dog. You may not know that for certain, but explaining those concerns to them should prompt some action.

I don't think it helps if you call the RSPCA or police and say it is fed , it has water , it has shade and they come to see it regularly

Immediately it's basic needs are covered

You call and say it's possibly a Pit Bull kept under suspicious circumstances, possibly being trained to fight by the interaction and you are unsure how well fed or watered it is

It actually doesn’t matter if it is or isn’t a pitbull (& it’s actually not easy for you or anyone else to tell).

What matters are the interactions the dog is having with the young men. What you describe

that’s how they start to condition fighting dogs.

Tell the police clearly: I am concerned that a pitbull type breed is chained up outside a caravan on wasteland near me, and when a group of young men visit it they treat it cruelly, they yank its neck with chains, spray it with water and taunt it. I am concerned it is being neglected and trained with aversive methods to make it aggressive. I am concerned it is a dangerous dog breed being trained for dog fighting.

People have told you time and time again on this thread what you ought to do. Phone 101 or report online that you SUSPECT your neighbours MAY have a Pitbull, that they are mistreating it and their behaviour towards is is questionable in terms of possibly training it to fight.

You're still dragging your feet. Why? Sack the RSPCA off - I agree they are a waste of time in most situations as I've had dealings with them myself when I've reported mistreatment of animals and their response (or lack of) was pathetic.

Either act on the advice dozens of people have given you or leave this dog to be abused - it may even go on to harm somebody (possibly a child).

OP I have just read through this thread and do believe it looks like a dog being conditioned to fight. I do think it is important for you to contact the police and explain as per PP about you being concerned because of this reason (not the "welfare" of the dog). Just say you want to be anonymous and that will be OK. I am sure the police will act if they understand the issue fully.
