Changing to a photo driving licence

DH and I are thinking of changing our old paper based driving licences for photo ID ones.
We don't otherwise have photo id, and we don't like having to take passports to places when it's needed. Our passports need renewing next year and if the current delays continue we could be left for some time with no ID.
The main downside we know about is we'll have to get them renewed every 10 years, but that will only be 2 or 3 times each.

Apart from the cost, is there anything we're missing?

I have a paper licence, issued 1997. It just lives in a drawer at home. It’s a bit fragile now, coming apart at the creases. I have thought about swapping it for a photo card one, but objected to having to actually pay for something that was free and then renew it at a cost every ten years.

Seems like it’s just an Eu law

‘’You must always carry your driving licence when driving. If you are stopped and are found not to be carrying your licence, you will be fined.’’

I feel as if it can't have been an EU law, as that would have been our law too pre-Brexit, and it wasn't. Maybe a country specific thing e.g. like France insisting you have breathilisers (that's right isn't it?)

Going slightly of track, I thought all uk licences were issued from the DVLA in Swansea, where are NIs issued from?

Paper licenses are still valid - only issue is any name or address change.
It's a requirement by law to update DVLA if either change and could result in a fine.

I had to do this for my mum a few weeks ago. Given the delays surrounding passports etc I thought it would take forever (It was holding up an insurance claim)
We submitted it online on Monday and it arrived on Friday

The DVLA had all their massive delays last summer, they are back to normal and now it is the Passport Office's turn. Next summer it will be hmrc or something no doubt.
