Provisional driving licence and passport for 16 year olds

I have twin 16 year olds.
Tried to apply online today for provisional driving licences with their passport numbers and NI numbers. Lived at our house for 5.5 years, but still the message came back that ID could not be verified and to use the old online system.

Redirected to old system. Asked to use photo and signature from passport, which we can't do as passports are child passports with very young looking photos. Loathed to send everything by post as we might go abroad end of August and because we might need to renew passports (see below).

The child passports expire in May. One child is going abroad Feb half term, so thought we best apply for new passports now.

The child passports will become adult passports, so will this be treated as a renewal or new passport?

What I'm asking - chicken and egg - is what order should I do all this in given delays with passports and licences? We need licences and passports. It feels overwhelming if we need to get photos signed again as the child passpprts only last 5 years.

I'm thinking apply for passports first. But this could take months, and meanwhile we can't apply for licences can we until the passports come back. Don't want to send ID by post, such as expiring passports, as it might get lost, delayed and we can't applyfor licences without ID.

Anyone successfully fone this lately! Feels even harder as they are both wanging to start lessons at the same time etc.

It’s a renewal, not a first adult passport, if that helps. Do they still do the fast service?

We've just done both, DD turned 16 a few weeks ago and her passport expires on 31st July 2022.

We applied for her provisional driving licence in June and had some photos taken in a booth and emailed to us, along with the code for the passport.
We were able to use her passport that was due to expire but upload a new photo and her signature. That took about a week to arrive.

Then we applied for her first adult passport on 25th June, used the photo code to add the new photo. Posted off her old passport on the Monday and her new one was processed and printed on her 16th birthday and we received it the following day.

Quick and easy for both of them - the hard part is making sure she knows where her driving licence is because she is dreadful for losing things.

We had the same issue but in the end were able to get DDs provisional license by just sending away her birth certificate

Thanks. Just curious though if the birth certificate might be needed for the passport?
Added complication. The kids had my maiden name when born. Married their dad when they werw one and issued new birth certificates witg my new surname and their dad's.
The thought of having to share all that again...
Whereas if the passport renewal is simple (and we've already sent them both certificates in the past) then this feels less painful.
It was so easy when I applied as a teen!

@middleager I think the birth certificate option will probably work out better in the current climate. At least you can order duplicate birth certificates to send away which isn’t the case with a passport. We sent DDs off for renewal in May and still no sign of her new one
