Improving low resolution phone photos

I cant find the original of a photo I took of my DH and his siblings. The only one I have is only 448KB.

My sister in law wants me to produce a framed copy.

Can anyone help with an app or way of improving the resolution so it will look ok to display?

You could try irfanview
You need to resize to 300dpi ideally (this is an option on their rezise menu)

Not sure how well it work but irfanview is free so worth a try
