Photo collage app suggestions pl?

I want to make a digital collage of about 25 photos. All the apps I've looked at seem limited to straight line collages, but I'd like to make a collage with photos randomly placed, almost like a pack of cards thrown onto a table.
Could anyone suggest an app?

PicCollage has a 'freestyle' option, but I think it only lets you collage 20 pics at a time. I get round this by making two collages, then a third collage of those two, if that makes sense! It also has an annoying watermark on the free version, I just ensure I place my photos above this then crop it off later.
