Help me with a capsule wardrobe for 3 week holiday

Going to France for 3 weeks with only a rucksack each (Ryanair hand luggage) Any tips gratefully received for what to take to make a handy mix and match wardrobe - we will have a washing machine there!

Although I'm thinking with the current weather a fire retardant suit might be all I need 🙈

I would go for:

1/2 pairs of shorts
1/2 light dresses/skirts
4 short sleeve or vest tops in different styles
1 jumper that I would wear on the plane
Trousers? If so wear on plane
Underwear
2 swimsuits/bikinis if swimming
1 pair comfy sandals/shoes for walking (also wear on plane)
1 pair nice sandals for evening
