Is this ok or fraud?

My SD lives about 15 miles away her BD lives over 100 away.

SD has recently passed her test in an automatic- she will be 22 in Nov.

She's looking to get car on HP something (4-9k) but apparently the car has to be about 5 yrs old.

To put the ins down she wants to put her mum and dad on the policy as named drivers.

It's unlikely they will ever need to drive her car esp her dad, is this ok?

I know it's not fronting as that's putting them as main driver - but is it still ok putting both down as names driver?

I'm not convinced my wife thinks it's fine

Yes it's fine.
They'll be down as infrequent drivers (named drivers are)
Doesn't matter where they live.
