Planning permission??

Hello all!

Hoping someone can provide clarity on installing new window rules.

Our home is along a single track road, adjacent to this, and in front of our home, is a neighbours house.

They had put some scaffolding up at the side of their house, didn’t think much of it until I went into my bedroom and the neighbour was staring in…

They are doing a loft conversion and have put in a sky light on the side of their roof. It opens and I’ve seen them standing in the loft with their head through the open hatch. Able to overlook my bedroom. Where they are in the loft means they wouldn’t need to be stood on anything to see out.

I feel uncomfortable, probably because I’m not used to being overlooked at all! I googled it and can see side facing windows should not open and be obscured. Obviously it doesn’t need to be obscured because it’s a skylight, but would they need planning permission for it to open? I don’t think I’d mind if they were a proper road width a way but it’s a very narrow gap!
