SIM card for overseas

Can anyone recommend a sim card for use outside the UK (Middle East for now) that doesn't cost an arm and a leg? DD will be spending 3 weeks in two different countries and our own UK provider is extortionate. Neither country she is visiting has EU roaming.

Always, always get a local SIM card if it's outside of EU roaming (or inside EU if it's more than a few weeks.)
