Recurrent possible fungal nappy rash in daughter

My 3 year old daughter since Christmas has had rashes and spots on her bottom (front and back) and the creams we got from the gp have anti fungal and hydrocortisone in them. I’ve been told that hydrocortisone masks symptoms so to speak and doesn’t actually treat the infection. Is this correct? Her bum issues clear up with the creams but when tapering them off it flares back up. She has had swabs taken which came back negative but she had already been on these creams (Timodine, Daktacort, Trimovate) at the time so could they have possibly masked an infection so the swab is inaccurate? Just trying to get to the bottom of this. It’s been 4 and a half months and it’s such a shame. Can anybody advise?
