Ratios 0-3 room

Hi all I have just started a nursery setting and currently we have a 0-3 room. There are 2 members of staff within that room and the ratios are always met by
1:3 under 2s and
1:4 2-3's

However we have a baby starting on our quieter days where we only have 1 2-3 year old and 3 under 2s. Are we allowed to mix the ratio having only 1 baby on a ratio with a toddler or do we have to keep the ratios completely separate and place manager name down if in sight or hearing.
We are a charity run setting and do not have the funds to cover one child.

Please can someone help iv heard of the point system and have also contacted Ofsted for clarification but have heard nothing

You need to have 1 staff member with the baby and 2 toddlers

And then you can have 1-4.

Do you have four children in total?

So you could have

1staff member with:
Baby
Toddler
Toddler

2 staff member 4 toddlers

Don't use the point system, it's nonsense.
You need 2 staff members.
1 for 3 under 2s, and 1 for the new baby and the 2 year old.

It's not mixing ratios, the new baby is still on 1:3 ratio (well, 1:2 actually, so you can take 1 more child of any age)
