Accepted flat then nothing

I live in a housing association flat. An Elderly lady lived below me, She died almost a year ago.

Around ten months ago someone accepted the flat below me, Got the keys, Showed up at 3am the day they got the keys, Played loud music from their car until 5am then left. Flat has been derelict since. No lights, no bins left out, no car there, no curtains/blinds in the windows etc so clearly they never moved in.

Reason I have noticed all this is I keep getting people knocking on my door, such as electricity people trying to gain access, Asking if I have seen them etc.

Do I call the HA or just leave it? Also, Why would someone accept a flat then never move in? If there is a valid reason I don't want to get anyone into any trouble or be nosey etc

Yes I would call the housing association. I knew someone who did this young person with mental health issues, social worker advised her to move out of parental home and she was given housing association tenancy but didn't have çonfidenconfidence to move in…

Someone else is probably desperately in need of a home
