So now we have storm Franklin. How do they decide where one named storm ends and next one begins.

Satellite pictures and surface wind & pressure readings will show storms as discrete spinning systems. These storms form around specific areas of low pressure.

Because it's a different storm system, not connected to the previous storm. It's the Met Office that decides and names them.
