What does "mixed-use council block" mean?

My friend and I are looking at flats to rent for a short stay in London. One of them includes this in the description: "Please note, this apartment is situated in a mixed-use council block".

Does that reflect a diverse set of residents, some who own, some who rent? What does it mean and why do we need to be told?

Mixed use is residential and commercial. So shops, offices, gym, etc

When you say "short stay" do you mean a holiday, as in an Airbnb type property? Or short residential rental contract? If the former I'd be concerned about illegal subletting.

Mixed use usually means a mix of residential, commercial, leisure etc facilities

But in the context of an Air BnB ad it might be (inaccurately) being used to mean a mix of privately owned flats and social housing.

That is almost certainly what they mean.
