Customers of local shop insist on parking at bus stop

I live in London and am a regular user of this bus route. There is a local shop who is right next to the bus stop and its customers have parked at the bus stop so that they could pick up food. This was already a problem pre covid but due to covid restrictions, they set up a marquee on the pavement which functions as a kind of pick up point. I have missed buses in the past due to this as the bus driver would drive past the stop. It has gotten to the point that we would walk to the next bus stop if we see that there are cars parked at the bus stop.

Today we were in a rush and didn't want to do that. I asked the guy who had parked his car to please move his car because he is obstructing the bus driver. He said it was no problem because all I needed to do was to flag down the bus! I explained that I have missed buses in the past due to such parking practices. He did leave eventually but as I am kinda sick of this happening over and over again, I asked the shopkeeper if he could please ask his customers to not park at the bus stop. He said it was not his responsibility. DH got involved and it turned into an unproductive shouting match. From DH's viewpoint, he is absolutely encouraging his customers to park at the bus stop esp with the pick up service etc. And then not telling them that they can't.

What can I do or should I just accept that the bus stop is now the shop's carpark (and I should walk to another bus stop). I honestly don't think the council would do much....

Report to the local council. You get fined here if you park in a bus stop!

Report to the Council, the relevant bus company and TfL - someone needs to sort it!
