Who has right of way here? Car A or Car B?

I would say A, because they are already on that road and needing to (potentially) turn across traffic. B can wait until the road is clear and then turn.

It is that clear cut. A is on the road. B is waiting to turn onto it.

Irrelevant. B should be checking in both directions.

A has priority as she is already on the major road, whereas B is on the minor road and must wait until her access to the major road is clear.

A is on the major road so has priority over traffic joining.

B should be checking both direction before turning onto the road, not just traffic from the right (there could be someone turning off, someone overtaking, someone crossed, and obstruction or anything happening to the left).

In the case of an accident it would depend on priority, care and attention of drivers, weather conditions, lane establishment and numerous other factors, so could be a 50:50 or one person at fault.

They are on the main carriageway. B is joining the main carriageway so gives priority to traffic already on it.

Well b is turning onto the road that A is on . Saying that if a is turning you look to see if car coming towards you before you turn is that what happened?.
