It's just not clear what you do which I think is a bit crap, there should be some instruction.

@sashh, I believe it's not clear because it's a Puzzle. Posting the instructions would mean posters wouldn't need to think about it & wonder.

It frustrated the hell out of me at first & I wasn't well enough to join in the first couple of years or ask for clues. I absolutely loved the year I finally worked it out
