What is this vehicle doing?

This vehicle came to visit a few nights ago. DS woke up about quarter to 3, which is unusual, and when I checked the CCTV the next day I saw this vehicle had turned up about that time. It was in the road right outside his room with its engine idling. A guy got out, put some cones up and there was some kind of big hose that looked like he was stretching it down the driveways opposite our house, although I couldn't see what he did. All in all he was there about 45 minutes.

Any ideas what it was doing at 3am on our street?!

And oil tanker wouldn’t have the fancy lights or the traffic cones.

Looks like what they were using to suck up floods in our town last time we had very heavy rain.

They were sucking up the water one end of town and dumping it down drains the other side of town.

They live in a small hamlet with only a handful of houses. Police said the crooks use a tanker to suck the oil out, usually at night, having spotted a delivery tanker there in the preceding days - so they know the tank is full. Quite a common crime in rural areas. I guess the offending vehicle could have any writing on it to avoid suspicion. PILs have an alarm on the tank now which goes off in the house if the oil level drops suddenly.

An oil tanker delivering fuel from a bona fide company would. One driven by crooks stealing your heating oil wouldn't!

We did have really heavy rain a couple of days prior, so perhaps it was this.

My oil delivery has never come in the middle of the night, with flashing lights or traffic cones. I am in my 50s and have never not had oil heating.

My brother used to love these when he was little. He called them sludge suckers!

They're normally clearing out the drain or have unblocked one close by sucking up the contents and then they 'empty' the contents sucked into the tank into is an unblocked working drain near by

Thanks everyone. This is currently outside, so the mystery is solved, something water-related! Hopefully they'll stop soon as it's very noisy!
